- Created core technology vision and roadmap for QLI R&D and structured R&D Organization to execute roadmap.
- Grew R&D staff from under 10 to over 25 directors, software engineers, scientists, and developers in 3 locations (DE, CA, HI).
- Managed development of software technology products and solutions including AutoNet Express™ probabilistic reasoning toolkit and the MADE Multi-Agent Development Environment.
- Proposed, acquired, and managed over $10 million in competitive and non-competitive government software contracts for emergency planning and decision making.

- Developed three generations of the software Multi-Agent Environment for Constructing Cooperative Applications (MECCA)
- Developed numerous advanced R&D prototypes for Siemens Groups spanning a wide range of product ideas based on MECCA.
- Developed core specifications of the Foundation for Intelligent Physical Agents, an international standards initiative, based in part on the MECCA solution.
- Wrote technical papers and competitive analysis in the area of agent technology and traffic telematics.
